Various monitoring updates.

  • Restores some MC performance plots not yet ported over to the new RichFuture framework. Adds back a tools package, and its associated interface package. I decided to do this, rather than just make the plots in place in the monitor, as in the longer term I will need the tool it now provides to re-implement the Rich PID DQ monitoring for Run 3.

  • Adds a plot showing the average CK theta resolution, for true photons, as a function of P.

This MR adds some histograms to the list produced during MC checking, so will cause some diffs in the nightlies.
