Introduce VPClusMike algorithm , Velo clustering at SP level implemented by @ahennequ based on @jwilliam idea. Presented at the last T&A meeting , see here https://indico.cern.ch/event/719656/contributions/3048529/attachments/1672223/2683071/VPClusOptimizations.pdf.

A MR to Brunel and MiniBrunelConfiguration will follow to enable the new Velo Clustering.

A potential issue of introducing the Clustering like this is that we will have 2 versions of the clustering algorithm in place: VPClus which makes the exact clusters using all connected pixels and this other one.
