Add Append to ChargeProtoParticleMaker

Luis Miguel Garcia Martin requested to merge ChargedPPMaker_Append into master

Add the possibility of appending instead of overwriting the new protoparticles if the directory already exists, this new feature has been added as a configurable property in order to conserve the default use of the algorithm.

The use case for this feature was discussed in this JIRA task: https://its.cern.ch/jira/projects/LHCBTRACK/issues/LHCBTRACK-21
