Used common UT code from UTDAQHelper in PrVeloUT and PrAddUTHitsTool

PrVeloUT output in unchanged as the common code was extracted from there. However, this fixes the output of PrAddUTHitsTool, and in particular the TT efficiencies for ForwardBest and Match that had been destroyed by the UT refactoring
