Port CaloFutureShowerOverlap to new framework

I've moved the changes in !1129 (closed) to the new CaloFuture package:

  • move algorithm to Transformer

  • make tool const

  • remove SPD/PS code

  • adapt CaloMergedPi0 accordingly

  • move to new counters --> this will break some tests

There were still some open discussions in !1129 (closed), I'll comment the relevant parts of the code so we can continue the discussion here.
