Modernize CaloShowerOverlapTool

Change process signature to pass clusters by reference instead of pointer and introduce tagged_bool for documentation. Propagate changes to other methods in tool and to CaloFutureShowerOverlap and CaloFutureMergedPi0. Needs LHCb!1618 (merged)
