Add TrMINIPCHI2 and TrMINIPCHI2CUT functors from Phys!455

These functors were originally put in Phys!455 (closed) because they required a tool in Phys. After some discussion on that MR the calculation was changed to use a different tool, which lives in Rec. This MR moves the functors to Rec. Closes Phys!455 (closed).
