VeloClusterTracking using avx512
New Velo Cluster Tracking algorithm. The Cluster and Tracking algorithm are merged for simplifying the data passing between the two. All AVX512 functions have a scalar fallback. For performance measurement, use a skylakeX machine with avx512 available and the gcc flag -march=skylake-avx512.
