Modify GhostId tools to work for both full & lite clusters.
As discussed in !1396 (merged), this modifies the ghost ID tools to be insensitive to switching between full & lite clusters. Without the extensive changes to Measurement, the best I could think to do is just count both full & lite and use the sum. In theory, this shouldn't change anything for run 2 (assuming lite clusters are used everywhere), but will mean that the ghost ID tools will also work for run 1 in the unlikely event that anyone tries to rerun them or there's a reprocessing.
