convert trackcompactvertex to recvertex_v1

for sel reports (see Hlt!626 (closed))
This converter converts the output of CombineTracks (a TrackCompactVertex from v2 tracks) to the good old LHCb::RecVertex. I use this to test the sel reports which for now only support the latter type.
