InCaloAcceptanceAlg: make input containers optional

Gerhard Raven requested to merge caloaacceptancealg-input-is-optional into future

Use Gaudi!48 (merged) to make the input lists 'optional' in CaloAcceptanceAlg (i.e. they do not have to be on TES, they may be on the TES, and those that are will be used -- inputs not present are not an error). This matches the original semantics of the 'master' branch.
