Update of NeutralIDTool for upgrade conditions

Update of the photon PID tools known as IsNotH and IsNotE (FutureNeutralIDTool algorithm). Removal of Spd and Prs input variables and training of the new classifiers with MCUpgrade samples. This is a temporary fix, until a more performant tool is developed. This modification will affect photon PID variables/counters, but also electrons, as bremsstrahlung photons used in their reconstruction have a selection requirement on the IsNotH variable. This MR goes together with LHCb!2354 (merged).
