Use "vector of data handles" support introduced with Gaudi!49

  • Use vector of data handles in input declaration of FastVeloTracking.cpp, PatForward.cpp, PatSeedFit.cpp, PatVeloTTFit.cpp
  • Remove obsolete classes FastSTDecoding, FastVeloDecoding, as they are not used anywhere
