Fixed bug whereby CCEscan property was not initialised in PatVeloPhiHitManager.cpp

Merged Mark Richard James Williams requested to merge mrwillia-FixUninitialisedCCEscanFlag into master

This bug was causing CCE scan to be called when not explicitly required. The flag has now been initialised to false. Thanks to David Hutchcroft for finding the problem in the code.
