Update LumiCheckCondDB to print times using UTC instead of 'local' time

Update LumiCheckCondDB to print times using UTC instead of 'local' time as using local time means the QM test results differ depending on the time zone they are run in..

As a side product perform a little algorithm clean up at the same time.
