WIP: Implementation of counter buffers in S and L correction tools
This branch was made to check if the buffer stabilize the statcounters in the multithreaded mode (ie tries to address #118). Local checks show that the before and after the change the counter values differ between the single- and multi-threaded mode not more than 10^-4. There is no significant improvement when buffers applied - see attached logs. I am not sure if there is a need to merge this one as we plan to move the counters to the algorithms
