put PrStoreClusters in Decoding Sequence

Thomas Nikodem requested to merge WIP-future-FTAnyDataHandlerHit_2 into WIP-future-FTAnyDataHandlerHit

With this change I can run without problems over Alessios 5x9 samples. PrChecker output is exatly the same compared to upgradeTracking.

Timing on a busy lxplus node looks also similar. If code changes are completed I can also do a full timing test.
