Adapt to flexible size of PrSeedTracks container

Adapt the reconstruction algorithms PrMatchNN.cpp and converter fromTrackv2PrSeedingTrack to the flexible track container PrSeedTracks.

  • Adapt to the Long/Upstream/Velo tracks container will be in a following MR
