Bug fix in TrackIPResolutionCheckerNT

Fix bug in TrackIPResolutionCheckerNT algorithm in order to fill nTuple with default values if conditions to fill with actual values are not met. FYI @sstahl

New ref: Brunel!1069 (merged) (same ref as for !2080 (merged), merge together)
