Update for run-2 re-alignment

Wouter Hulsbergen requested to merge wh_updateforrun2alignment into run2-patches

Some updates to monitoring and PatPV that we need for the new alignment for Bs->J/psiphi.

  • Tr/TrackMonitors/src/TrackVertexMonitor: a bit of code modernization and some tuning of histograms
  • Tr/PatPV/src/PVRefitterAlg: a new alg to refit the PV list (e.g. after track refitting)
  • Tr/PatPV/src/TrackBeamLineVertexFinder: backported from master
