Remove MuonClusterTool and MuonTimeCor

The MuonClusterTool and MuonTimeCorr are not used anywhere and to be removed, as discussed in https://gitlab.cern.ch/lhcb-dpa/project/-/issues/8.

The corresponding interfaces are removed as well.
