Change units used in PrVeloUT properties to LHCb default

Andre Gunther requested to merge gunther_fixVeloUTProps into master

To once and for all avoid my futures selves and everyone else from using GeV values when changing the momentum configuration of PrVeloUT, the default is set explicitly to MeV. No side effects (except my sanity) expected.
