Minor CMake fixes

Marco Clemencic requested to merge clemenci/cmake-fixes into master

these backward compatible changes are needed to be able to use Rec as a subproject:

  • add missing links
  • add missing dependency on Python Interpreter

This can be tested any moment independently of other MRS or combined with LHCb!3250 (merged) to reduce the number of builds.
