Modernize PrPlotFTHits and use DataHandles

Merged Sebastien Ponce requested to merge sponce_PrPlotFTHitsDataHandles into master

Plus classical cleanups

Note that this cannot be really tested (although it compiles) as this algo is used absolutely nowhere. As such, we should actually consider removing it.
