Draft: Implement utilities to handle information of NeutralBasics for the vertex fit
Define functions in the selection headers in order to create packs of information (fake "states") for neutral particles that are used in the ThOrCombiner algorithm.
Depends on LHCb!3307 (closed) and used in Moore!1200 (closed)
