Peristency of FlavourTag objects

Claire Prouve requested to merge Claire_oFTagger2 into master

This MR contains the changes required to persist the FlavourTag objects. Additionally it contains one flavour tagging algorithm (including weight files for the tagging classifier). (The FlavourTagDeepCloner does not work but is not necessarily needed.) Goes with LHCb!3332 (merged) and Moore!907 (merged).
