Turn off by default the active HPD check in PixelCreatorBase

Turn off by default the active HPD check in PixelCreatorBase. Means the reconstruction will create hits for all HPDs, regardless of the content of the inactive HPD list. The list will still be used elsewhere, to determine quantities such as the track acceptance factors, which is its main purpose.
