Update TrackPV2HalfMonitor to use new histograms

John Leslie Cobbledick requested to merge TrackPV2HalfMonitor-histos into master

Modify TrackPV2HalfMonitor to use the new thread safe histogram framework. Also added an additional histogram of PV Chi2/nDOF for the right side. I'm not sure if this is necessary but feel free to remove if not.
