charged heavy flavour velo pattern recognition

Adds algorithm that searches for hits of charged heavy flavour, based on a PV to SV search window.

For Moore!1514 (merged). (also related to LHCb!4208 (merged), lhcb-datapkg/PRConfig!339 (merged), Detector!462 (merged))

To-do

• Extend hit search to all crossed sensors
• Add tolerance/margin for crossed sensor search (distance to sensors checked)
• Make Particle maker with proto, which contains the track. This can completely be persisted.
• Only saves LHCbIDs (v1::Track object), needs VP hits to be persisted
• Add LastMeasurement state
• Functor for number of crossed sensors and hits
• Add checker and test; add counters to checker
• Add test file to TestFileDB (see lhcb-datapkg/PRConfig!339 (merged))

NOTE: started with v2/v3 event model, moved to v1 event model
