Vectorized Matching

Sevda Esen requested to merge sevda-matching-2 into master

Vectorized matching algorithm which should improve timing. Due to usage of vectorization, there is a small change in number of tracks and other counters.

The MVA weight file is modernized to use TMVUtils.

Also FastMomentumTool is adapted to work with this.
