Add TAE mode to FT digit monitoring and simple tests

This merge request introduces TAE mode to the digit monitoring, essentially adding a histogram for each TAE frame. Additionally, I added three simple tests that make sure that the cluster monitoring, digit monitoring and the NZS cluster monitoring jobs run and exit successfully. Mixed in are some changes to options files that were necessary because of the switch to decoding version 7.
