Configurable track state provider for particle vertex fitter

Izaac Sanderswood requested to merge isanders-configurable-TSP-for-PVF into master

I think this keeps the TrackStateProvider as a public tool whilst still making it configurable (which was an issue in !2972 (merged))

We need to configure it to use the Runge Kutta extrapolator for specific particle combiners.
