avoid using TrackMasterExtrapolator with dd4hep

Using TrackMasterExtrapolator causes seg. faults in the transport service in dd4hep builds.

switch track monitoring to default to step extrapolator (known to be OK via the RICH which uses it...).

@decianm Currently conditionally only do this for dd4hep, but perhaps it would be better to use the same for all builds ?
