New functor TRACK, updated QOVERP and TRACKHISTORY functors

The MR includes:

  • A TRACK functor that works with v1 and v2.
  • Get QOVERP functor to work with v1 where the firstStateVector is requested.
  • The TRACKHISTORY returns an enum History. Here we cast it to int to be nTupled (will have to do that anyway in FunTuple).

To be tested with: DaVinci!739 (merged)
