PrParameterisationData fit extrapolated positions for coefficients

Updates the parametersiation data producer to work with https://gitlab.cern.ch/gunther/prforwardtracking-parametrisation-tuner/-/tree/master. Drops the old algorithm that produced these parameterisations.

Closes gunther/prforwardtracking-parametrisation-tuner#15 (closed), gunther/prforwardtracking-parametrisation-tuner#11 (closed)

Goes with Moore!1894 (merged)
