Add functor for NeutralE19

Add a NEUTRALE19 functor to NeutralLike.h to access the ratio of the seed cell to the 9 cells in the 3x3 cluster. Functor added to TestFunctors.cpp as well.

Needed to improve the selection in the pi0 monitoring.
