Add FT hit efficiency monitor and hit masking

This MR adds the FTHitEfficiencyMonitor and the needed hit masking in the StoreSciFiHits to Rec.

When these are ticked this is probably ready for merge: - [ ] Add efficiency per SiPM

  • Change the function call in RecoConf to expose this option
  • Add a test in Moore that forms the example of its use
