Remove unused code from FastVelo

Removed the algorithms from FastVelo that are unused elsewhere in LHCb code: FastVeloDecoding, FastSTDecoding, FastValidateWithTT and the associated tool FastTTValidateTool [Checked Brunel, Moore and DaVinci with Lbglimpse and there are no references to these algorithms]
