Add operator in PrKFTool to fit Long and LongMuon tracks without UT hits

I've added the new operators and modified the example Algorithm so that it can be tested. I have also made a small change in the Tool and TrackMuonMatching to obtain the momentum for the fit of LongMuon tracks in the same is done for the other track types.

Goes with Moore!1903 (merged)
