Draft: Adding track-based calo cluster persistency

Adds and persists in charged calo PID info the cluster information for track-based calo clusters for SelectiveBremMatchAlg and TrackBasedElectronShowerAlg.

Together with LHCb!3940 (closed) and Moore!2021 (closed)
