Adding option of default value to functor for relation tables

Tara Nanut Petric requested to merge tnanut_add_defval_RTvalue_functor into master

Avoids filling default values in relation tables by allowing them to be filled in only at filtering stage. The auto formatting patch seems to have added spacing changes throughout the file.

Test line that uses is in Moore!2060 (merged).
