Algorithms to estimate hit efficiency of sensors in VELO

This MR adds VPHitEfficiency to estimate hit efficiency of each VELO sensors, usable for both pseudo and unbiased evaluation

  • PrCheatedVPTracking is added to test the algorithm

To be tested with Moore!2133 (merged)
