Needed dependency for header added

Oscar Rene Albert Buon requested to merge obuon_patch into master

In a CMake file, a dependency to a library was added. Indeed Phys/TisTosTobbing/CMakeFiles/TisTosTobbing.dir/src/HltTrueSimEffAlg.cpp needs the header Kernel/Particle2MCLinker.h.
