Flag for PrGECFilter to skip UT raw banks

If a sample has non-empty UT raw banks the GEC will cut on the estimated number of UT hits. For testing no-UT scenarios it is helpful to be able to skip checking the UT raw bank.

While at it, the algorithm is modernised.
