Fix PV chi2 plots

Titus Mombaecher requested to merge monitoring_fixpvchi2 into master

Some of the PV chi2 plots were not normalised by ndof contrary to indication (and range), now fixed. These plots are actually in the data manager shifters folder. Additionally I converted the warning messages about ndof=0 and too small covariances into counters so that they can in principle be monitored.
