Draft: Tool for OriginFlag for Run3

In this mr I add a tool that does what in Run2 was called the Origin Flag. The Origin Flag indicates if a tagging particle is a "same side" particle, "opposite side decay", "prompt" etc wrt to the B candidate (or whatever other particle you want to give here).
