Add MCParticleRangeFilter for use in DaVinci & Moore

This adds a filtering functionality to a range of MCParticles. This is added because it allows to make selections before making a FunTupleMC.

It goes together with Moore!2780 (merged) and DaVinci!1003 (merged)
