Update of TBLV for smog reconstruction

Wouter Hulsbergen requested to merge wh_updatepvfinderforsmog into master

This is an update of the TBLV algorithm to include the SMOG2 region. Working point settings are not entirely identical so both efficiency and ghostrate change a little. We will probably see this in the tests.
