Add calo CellID functors

To extract necessary calo info in a clean way from CellIDs.

@mveghel thanks a lot ! I think have those information easily accessible is quite relevant and might help for the calibration samples to test out ID and misID of electrons in calo region instead of eta as well as do a more proper 'clusters-overlap' checks in a clean way.
[Renato - edits ] I include in the description other related issues and people which are interested in getting this done without having to manipulate offline the offsets to use to retrieve the information. It might be relevant IMHO that for ProbNNe those properties gets explored.
