Cleanup MC cloning and simplify MC cloning configuration

  • use ToolHandle instead of tool<...>(...) (see #561)
  • remove (now) redundant layers of code
  • combine cloning of MCParticle and MCVertex in a single monolithic tool instead of two independent tools which must be configured coherently (so they were not really independent!)

Must be applied concurrently with Moore!3540 (merged)
